During the 14th Five-Year Plan (2021-25) period, Hohhot has developed a mature framework characterized by "government coordination, leadership of the human resources and social security department, and collaboration between multiple departments", establishing a mechanism for linking employment services while providing policy support and expanding convenient measures.

During this period, Hohhot expanded the scope of entrepreneurial guarantee loans, issuing 550 million yuan ($77.67 million) in such loans and providing subsidized vocational skills training to over 164,700 people. Several talent policies were introduced, with 117 million yuan in housing subsidies and incentives for master's and doctoral talent distributed, addressing the living needs of young people such as university graduates. Hohhot was named among the "Top 50 Cities for Talent Development Ecosystem".

Since 2021, Hohhot has helped 207,500 college students and other young people find employment or start businesses. The "100,000 College Students Stay in Hohhot Project" was recognized as a national employment innovation event in 2022. The city has created the "Dingxiang Roots" service brand and organized over 75 events to explain employment and entrepreneurship policies. It has also widely collected resources for civil service exams and other positions, employing over 40,000 college graduates and young talents. Policies such as "market-driven employment + policy-coordinated employment + grassroots community job support + assistance for unemployed graduates" have helped students achieve their career aspirations.

To ensure a smooth transition from rural labor to employment, Hohhot has carefully cultivated 16 labor brands and five "skills + labor" dual brands, creating jobs for over 200,000 people along the industrial chain. A comprehensive "employment, training, and rights protection" mechanism has been established as well.

Hohhot has implemented a permanent employment assistance system and other "employment stabilization" policies. During the recent five years, the city distributed 9.32 billion yuan in flexible employment social security subsidies to over 120,000 people, helping 46,300 individuals with employment difficulties find jobs.
