Hohhot helps people with disabilities pursue their dreams

To date, a total of 39,898 people with disabilities in Hohhot have been included in the urban and rural minimum living allowance or special hardship support programs. Severely individuals with disabilities from low-income families are eligible to receive minimum living allowances, eliminating the traditional restrictions to assistance based on family units. The participation rate in basic pension insurance for people with disabilities remains above 90 percent, and the medical insurance participation rate exceeds 95 percent.
The city has distributed a total of 8.07 million yuan ($1.14 million) in home care subsidies and invested 11.41 million yuan to provide door-to-door services for 7,225 individuals with disabilities of working age.
During the 14th Five-Year Plan (2021-25), Hohhot has focused on employment as a key means for integrating people with disabilities into society. The city has conducted 152 vocational skills and practical technology training sessions, training a total of 10,875 participants. A special skill training program launched in 2025 offers courses such as drone operation, providing participants with free "theory + practice" systematic training. Several job fairs have created employment opportunities for people with disabilities, with 1,871 organizations employing them in proportion, and government agencies, public institutions, and state-owned enterprises have cumulatively employed 415 individuals.
All nine banners and districts in Hohhot have established expert committees on disability education to accurately place children with disabilities in schools, achieving a 100 percent placement rate in compulsory education and a 97 percent enrollment rate.
Hohhot also provides convenient services for students with disabilities taking the college entrance examination. Public lectures on filling out college applications have reached over a thousand families, with over 200,000 online views, and free transportation services help them reach exam venues. During the 14th Five-Year Plan, a total of 1.19 million yuan in subsidies has helped 652 students with disabilities enter university.
