Hohhot developed a modern industrial system during the 14th Five-Year Plan period (2021-25), cultivating six major industrial clusters with distinct advantages.

Hohhot introduced two policies to accelerate the construction of key industrial projects, promoting the development of four industrial belts in the northern, central, southern, and Yellow River areas. 

In the green agricultural and livestock product processing industry cluster, led by the dairy and grass seed industries, the Yili Modern Smart Health Valley and Mengniu Dairy Industrial Park have been pivotal.

In the new materials industry cluster, a complete silicon-based materials value chain has been established. 

The total installed capacity in the new energy industry cluster, supported by green power, has reached 21.38 million kilowatts.

In the biopharmaceutical industry cluster, which focuses on synthetic biology and animal vaccines, Hohhot has established the world's largest intelligent manufacturing base for foot-and-mouth disease vaccines, along with other facilities.

In the new-generation information technology industry cluster, characterized by green computing power and artificial intelligence, over 50 data centers have been established.

Within the modern equipment manufacturing industry cluster, an aerospace economic development zone and a low-altitude economy industry demonstration park have been established.
