Hohhot increases investment in education
Hohhot has prioritized educational development in recent years, with the city's general public budget for education expenditures totaling 16.75 billion yuan ($2.39 billion) from 2021 to 2023. In 2024, the city's general public budget allocated 6.44 billion yuan to education, ensuring full funding for the Two Exemptions policy, which provides free textbooks and waives miscellaneous fees for students from impoverished families in rural areas during compulsory education.

Hohhot secured 3.56 billion yuan over three years from higher authorities and implemented a funding guarantee mechanism for teacher training, investing 21.6 million yuan to support teachers' professional development.
The city also focused on improving educational conditions, enhancing school infrastructure, and safety renovations. In 2024, municipal funds for purchasing teaching equipment amounted to 94.67 million yuan. In 2025, 80.41 million yuan was allocated to support nine banners and districts in improving educational conditions.
Starting from this year's spring semester, Hohhot optimized the national scholarship policy for secondary vocational schools, with 72.18 million yuan in aid funds already allocated, benefiting 23,000 students.
To ensure the rational use of educational funds, Hohhot strengthened supervision, promoted more standardized and efficient management, and laid a solid foundation for high-quality educational development in the capital.
