Hohhot's mayor sketches vision for future of computing power industry
National People's Congress (NPC) Deputy He Haidong, deputy secretary of the CPC Hohhot Municipal Committee and mayor of Hohhot, proposed a series of key suggestions for the development of the computing power industry.
He recommended increasing investment in green computing infrastructure, high-speed backbone networks, and key software and hardware technologies in resource-rich central and western cities.
The goal is to enhance the quality of computing power supply, transmission efficiency, and self-control levels.
He also emphasized the importance of planning the educational and talent development chains in advance to promote the deep integration of innovation and industry chains, gradually creating a virtuous cycle of well-developed infrastructure, concentrated industrial ecosystems, emerging application scenarios, and a continuous influx of talent.
In recent years, Hohhot has been robustly developing its computing power industry.
During the 14th Five-Year Plan period (2021-25), Hohhot ranked first in the nation for its green computing power index, earned the title of "China Cloud Valley", and was selected as one of the first "gigabit cities", with a total computing power scale exceeding 125,000 Petaflops.
The Horinger Data Center was included in the Inner Mongolia autonomous region's advanced manufacturing clusters.

In 2025, Hohhot hosted the Green Computing Power (Artificial Intelligence) Conference. Projects such as the Agricultural Bank of China Data Center were completed and put into operation. The Horinger Financial Data Industrial Park and the Inner Mongolia Data Element Industrial Park were launched.
The 2026 Hohhot Government Work Report stated that Hohhot will continue to promote the upgrading of computing power moving forwards.
