CNOOC Deepwater Engineering Base is located at Gaolan Port Economic Zone. It is an important part of the national strategies of South China Sea oil and gas resources development and deep water exploration. With investment totaling 8.87 billion yuan ($1.37 billion), the project covers total site area of 2.07 sq km and coastal line of 1,349 meters. It will mainly construct offshore oil & gas field facilities such as floating production, storage and offloading (FPSO) vessel, steel jacket platforms and deep water floating platforms. Its annual output will be around 13 billion yuan ($2 billion) upon operation.

The base will mainly serve the deep water area of the South China Sea. It will be built into a modern large scale deep-water ocean engineering floating manufacturing and final assembly base with international standards, underwater engineering facility assembly and testing base, deep water seabed pipeline laying and hoisting base, deep water installation fleet, CNOOC supply support base, and offshore construction fleet and command center. It is expected to become the globe’s largest offshore engineering manufacturing base.
