Color-coded safety steps mandated during storms

Safety management regulations on travel and public activities during typhoons and heavy rainstorms have been issued by the municipal government. Zhuhai thus becomes the first city in Guangdong Province to specify security arrangements during disastrous weather.

The rules state how long travel and public activities may be suspended under the circumstances, according to the Office of Flood Control, Drought Relief & Typhoon Prevention. They are based on China's four-tier color-coded weather warning system in which red is most severe, followed by orange, yellow, and blue.

Public places and activities as well as travel are to be banned upon the triggering of a red typhoon alert or issuance of government notice of risk from wind. Emergency conditions are to remain in place until the all-clear signal sounds or further notice is issued.

Upon a blue alarm, water activities are banned and related venues closed. A yellow warning signal means high-altitude sites and facilities should be shut down pending the all-clear.

It is clarified that when a rainstorm triggers an orange warning, active self-protection, risk avoidance by staying away from the sea or overflowing watercourses, and not walking through flooded areas is called for. Those in danger are to be transferred to a safe shelter.

Everyone should stay indoors so long as a red rainstorm signal is active.
